Regarding with handling manpower issues, especially related to industrial relation development, we need to inform the following points:

1. According to Article 106 of Manpower Act No.13/ 2003 and Kep. Men. No. 255/MEN/2003, any companies that employ 50 people or more are obliged to establish Bipartite Committee. This committee has functions as communication, consultation, and discussion forum in the company to deal with and suggest the best solution to industrial relation practice in the company.
2. The data, we collected, shows that not all obliged companies have established Bipartite Committee so there is still need endeavour toward the obliged companies to establish the committees and the companies that have established the committees to run the effectiveness and their functions.
3. National Tripartite Component, that are represented by DPN Apindo, SPSI Confederation and Dept. of Manpower and Transmigration, collectively agrees to promulgate the Declaration (see attachment) which principally appeals to all parties to socialize the establishment, development, and vitalization of Bipartite Committee. Therefore, we do really expect that the Government of Province/Regency/ City takes initiative action for the success of Bipartite Committee Vitalization Movement.
4. If the movement launching is necessary to be conducted, the appointed officials or staff can contact Ditjen PHI, c.q. Dit. KHI to get the facilities, such as: agenda preparation, interactive dialogue arrangement, company visit and communication media launching.
